Finding: There are four car washes in Mounds View, the most recent built in 2009 The Station). Adequate utilities, access roads, drainage and necessary facilities have been or will be provided. Finding: There are adequate sewer/water utilities. Drainage plans will be reviewed by Rice Creek Watershed District and the City, during the building permit review. The applicant proposes to decrease the amount of impervious surface area. WHEREAS, in permitting a conditional use, the City Council may impose additional conditions which the City Council considers necessary to protect the best interest of the surrounding area or the community as a whole. These conditions are as follows: The car wash shall not operate between 10:00 PM and 7:00 AM.
