This): 1 <br />Wel 1 ... not only didn't I resign but I was dumb enough to let myself be elected <br />chairman again. Sue Hankner is Vice -chair and Julie Trude is Secr. Sentiment <br />is still running against Dave Kennedy, simply to avoid the �earari of conflict <br />of interest. Thus, I need a tally of charges to -date frau Holmes & Graven. I <br />would presume they must have given us a progress billing at year-end, if nothing <br />else. <br />The really bad (?) news is that we have decided to virtually start from square - <br />one. Sue suggested that we go through the entire charter and develop a corrmon <br />theme throughout... and reach agreement on what it is we, the NEW charter <br />ccnrnission (all those new members, you know) want this to look and sound like. <br />After going through the Charter, chapter by chapter, rewriting where needed and <br />incorporating the changes and language we have already developed with Dave <br />Kennedy, PLUS addressing those items originally brought to us by the Council, we <br />will then present a ca, piete, cohesive package to the 0ouncil. Of course, as we <br />work on this, each chapter w 11 be informal I passed to the counci 1 to review and <br />feedback carments to us. We wi11 also be asking the legal council at the League <br />of Cities to informally review each chapter, before presenting it to our own <br />attorney. That should help minimize any additional legal expenses. <br />After all of that, when we finally present a package to the council, it wiil be <br />one that everyone has had an opportunity to see, review and oamient on at least <br />once...and it should be a charter that will stand up to the scrutiny of the <br />courts as well. We are developing an action plan that calls for meetings twice <br />per month until the job is om plete, and I am FAXing a separate notice to <br />Michelle t set the council chambers aside for us on those dates.
