Item No: 08A <br />Meeting Date: Jan 13, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: PUBLIC HEARING – Resolution 9212, Approving a <br />Conditional Use Permit and Development Review for Tommy <br />Car Wash, 2525 Mounds View Blvd <br /> <br /> <br /> <br />Introduction: <br />Paces Lodging Corporation (PLC Holdings, LLC) is proposing to build and operate a <br />Tommy Car Wash at 2525 Mounds View Boulevard, located on the northeast corner of <br />Mounds View Boulevard and Long Lake Road. The property was formerly a gas station <br />and car wash (1962 – 2005), and Snyder’s Drug Store (2005 – 2010). The property has <br />been vacant since Snyder’s closed. <br /> <br /> <br />Discussion: <br />Paces Lodging Corp, based in Fargo, ND, is a commercial and residential developer, <br />builder, and property manager. Paces operates a Tommy Car wash in New Hope <br />(2019), and is building one in Rochester (2020). <br /> <br />Tommy Car wash, based in Holland, MI, is a franchise with over 40 locations in multiple <br />states. The Mounds View facility will be a “Tommy’s Express” (car wash only), whereas <br />New Hope includes a gas station and car wash. <br /> <br />The car wash will be open Monday – Saturday, 8:00 AM – 9;00 PM, and Sundays, 9:00 <br />AM – 6:00 PM. Customers will order their wash at a drive-up teller, then enter the <br />automated wash tunnel. The wash tunnel is a 90-second process, and can handle up to <br />40 vehicles per hour. Vacuum stations will be located north of the building. <br /> <br /> <br />Analysis <br />Plans were submitted to the City on November 4, 2019, with the most recent plans <br />(landscaping) dated December 16, 2019. Plans were distributed to applicable Staff and <br />agencies. <br /> <br />The property is zoned B-3 Highway Business. A car wash is a conditional use (CUP) <br />within this district.1 As a CUP, the car wash can be permitted if meeting specific <br />criteria 2 and with conditions.
