The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08C <br />Meeting Date January 13, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9213, Accepting and Approving Loan and <br />Agreement from MPCA to fund components of the HOPP <br />program. <br /> <br /> <br />Introduction: <br />As part of the strategic planning sessions completed 2019, council explored and <br />eventually adopted a comprehensive water preservation program known as HOPP. A <br />major component of the program is having property owners televise and if needed, <br />rehabilitate their sanitary sewer line – known as the lateral. <br /> <br /> <br />Discussion: <br />Inflow and Infiltration or I-n-I is a serious problem which as evidenced by the more than <br />one million dollars we pay to the Met Council per year to treat our wastewater. Of that, <br />30% is estimated to be I-n-I or ground water/rain water seeping into the system via <br />cracks and other failures of the sanitary sewer system. The city has and will continue to <br />televise and “slip-line” their mains but property owners, until now, have not been <br />required, educated, or incentivized to do so. The HOPP programs requires the <br />televising and if needed, rehabilitation at the point of sale. <br /> <br />Staff learned of a zero interest loan program from MPCA that can be used to fund the <br />complete process which with permits, televising and rehab can run between $2,000 and <br />$15,000 with most costing under $5,000. Council previously approved a resolution to <br />submit the application for the loan program. This resolution is authorization to accept <br />and execute the agreement. <br /> <br />Staff has been working with the Center for Energy and the Environment which has a <br />loan administration component and the plan is to amend our current agreement with <br />them to administer these loans. <br /> <br /> <br /> <br />Strategic Plan Strategy/Goal: <br />Maintain and plan for infrastructure improvements including waste water, water, & <br />transportation <br /> <br /> <br /> <br /> <br /> <br />Financial Impact: <br />Council has previously approved passing the zero interest rate onto the end user and
