The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 08B <br />Meeting Date January 27, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9220, Approving a Three Year Labor Agreement <br />with the LELS 204 Police Patrol Effective January 1, 2020, <br />through December 31, 2022 <br />Introduction: <br />The previous labor agreement with the LELS 204 (Patrol Officers and Investigators) <br />group expired at the end of 2019. The City and the Union have conducted a series of <br />negotiation sessions and have come to an agreement on terms for the three-year period <br />beginning Jan 1, 2020. <br /> <br /> <br />Discussion: <br />The Agreement provides for the following changes: <br /> <br />Article 15.2 – Court Duty hours increased from 3 to 4 hours <br />The City agrees to support our officers required to be present at court hearings on their <br />day off by increasing the minimum call back time from 3 to 4 hours. <br /> <br />Article 15.3 – Change Standby notice requirement from evening before to 18 hours <br />before. <br /> <br />Article 17 – Insurance <br />For 2020, the City will contribute a maximum amount of $1,155 per month toward each <br />employee’s insurance, a $30 increase over the 2019 contribution of $1,125. For 2021 <br />and 2022, the table below would apply. If, for example, health insurance premiums <br />increase by 9% for 2021, the City would increase its monthly contribution to $1,185. <br /> <br />If the Health <br />Insurance <br />Premium Increases <br />by <br />The Maximum Monthly City <br />Contribution will increase by: <br />Less than 1% No change <br />1% to 5% + $15 <br />6% to 10% + $30 <br />11% to 15% + $45 <br />Greater than 15% + $60 <br /> <br />Article 20 – Uniform Allowance Increase of $20 per year – Same as Sgts. <br /> <br />Article 23.2 – Retirement Health Care Savings – Recalculate to this contract period <br /> <br /> <br /> <br />
