The Mounds View Vision A Thriving Desirable Community Item No: 08B Meeting Date January 27, 2020 Type of Business: Council Business City Administrator Review: _____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Resolution 9220, Approving a Three Year Labor Agreement with the LELS 204 Police Patrol Effective January 1, 2020, through December 31, 2022 Introduction: The previous labor agreement with the LELS 204 (Patrol Officers and Investigators) group expired at the end of 2019. The City and the Union have conducted a series of negotiation sessions and have come to an agreement on terms for the three-year period beginning Jan 1, 2020. Discussion: The Agreement provides for the following changes: Article 15.2 – Court Duty hours increased from 3 to 4 hours The City agrees to support our officers required to be present at court hearings on their day off by increasing the minimum call back time from 3 to 4 hours. Article 15.3 – Change Standby notice requirement from evening before to 18 hours before. Article 17 – Insurance For 2020, the City will contribute a maximum amount of $1,155 per month toward each employee’s insurance, a $30 increase over the 2019 contribution of $1,125. For 2021 and 2022, the table below would apply. If, for example, health insurance premiums increase by 9% for 2021, the City would increase its monthly contribution to $1,185. If the Health Insurance Premium Increases by The Maximum Monthly City Contribution will increase by: Less than 1% No change 1% to 5% + $15 6% to 10% + $30 11% to 15% + $45 Greater than 15% + $60 Article 20 – Uniform Allowance Increase of $20 per year – Same as Sgts.
