The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br /> Item No: 8D <br />Meeting Date: January 27, 2020 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9229, Approving the Plans and Specifications and <br />Authorizing bidding for the 2020 Street Project <br /> <br />Background/Discussion: <br />The City is in the process of rehabilitating streets throughout the City that were not <br />included in the 2007 Street Rehabilitation Plan. The 2020 proposed project includes <br />Quincy Street from County Road H2 to County Road I, and also Sherwood Place just <br />north of Mounds View Boulevard. <br /> <br />Quincy Street from County Road H2 to County Road I is approximately 2,660 feet in <br />length. The street segment has concrete curb and gutter (MN/DOT Design B618) with a <br />bituminous pavement surface measuring 42-feet wide average back - to - back of curb. <br />This street segment serves several residential properties as well as Pinewood <br />Elementary School. The section of Quincy has also served as a truck route for the <br />businesses in the Business Park North section. (Quincy Drive was originally constructed <br />in 1967.) <br /> <br />Further Discussion <br />Sherwood Place is a cul-de-sac just off Spring Lake Road and North of Mounds View <br />Boulevard. Sherwood Place is approximately 500 feet in length with a 100 feet diameter <br />cul-de-sac. The street segment has concrete curb and gutter (MN/DOT Design XXXXX) <br />with a bituminous pavement surface measuring 28- feet wide average back – to back of <br />curb. This street segment serves several residential properties and is a dead end street. <br />Sherwood Place was originally constructed in 1995. <br /> <br />Maintenance has included seal coating, pothole patching and skim coating as needed. <br />The current pavement is in poor condition with significant surface patching, potholes, <br />and moderate to high severity traverse cracking; curb and gutter is in fair to good <br />condition. <br /> <br />Additional Discussion: <br />American Engineering Testing, Inc. (AET) performed geotechnical and pavement <br />evaluation services on behalf of the City for Quincy Street and Sherwood Place. AET <br />provided recommendations for pavement rehabilitation and design. Stantec Consulting <br />Services has reviewed and made further recommendations for the rehabilitation of <br />Quincy Street and Sherwood Place. <br /> <br />
