<br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br /> <br />Staff Report January 27, 2020 Resolution 9229 <br /> <br /> <br />Stantec’s design and estimated improvement costs are based on AETs geotechnical and <br />pavement evaluation dated October 25, 2019, and with planning with Public Works Staff. <br /> <br />Sherwood Place is recommended to be a mill and overlay; milling 2” of asphalt and <br />repaving. Estimated cost is $59,114.00. <br /> <br />Quincy Street will be a full depth reclamation and repaving. Spot curb replacement on the <br />West side of the street and full curb and new sidewalk on the East side. <br /> <br />The estimated total cost of the project is $1,221,380.00. <br /> <br />The estimate includes the mill and overlay of Sherwood Place for $59,114.00. Storm <br />Water pipe replacement of $106,029.00, to be funded out of the Storm Water budget, <br />745-4415-5150. Sanitary Sewer lining on Quincy Street of $169,360.00 to be funded out <br />of the Sanitary Sewer budget, 730-4823-7050. The estimated Quincy Street rehabilitation <br />cost is $886,877.00. <br /> <br />The 2020 Budget has $700,000 for the project. <br /> <br />Construction costs and the scope of the project increased to include the failing <br />infrastructure on Sherwood Place and making Quincy Street a more pedestrian safe <br />corridor. (This would be achieved by increasing the overall width and placement of the <br />sidewalk and increasing it to six feet in width. New curb and gutter on the East side of the <br />street will also be added to accomplish this safety improvement.) <br /> <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br /> <br />Financial Impact: 2020 CIP-budgeted estimate of $700,000 for Quincy Street project. <br />Additional transfer of funds may be necessary. Public Works Staff discussed the <br />increased cost with the Finance Director and the City Administrator, both agreed to move <br />forward in order to receive bids. <br /> <br />The following dates would be followed for the street project: <br /> <br />• January 27, 2020 - Approve the Plans and Specifications and authorize bidding <br />• February 27, 2020 - Receive the Bids. Public Bid Opening <br />• March 9, 2020 - Award Contract for the Construction <br />• Construction to begin in late Spring of 2020 <br /> <br />Recommendation: <br />Staff recommends the City Council adopt the attached Resolution approving the plans <br />and specifications for the 2020 Street Project for Quincy Street from County Road H2 to <br />County Road I, and to also include Sherwood Place off Spring Lake Road North of
