<br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br /> <br /> <br />After meeting with the Chair of the Commission for direction, we (representatives of SBM <br />and I) met with Pension Commission Staff along with PERA and LMC representatives <br />and have had a bill drafted. Inquiries were sent to Representative Moller, Bernardy, and <br />Koegel (as they represent the Mounds View and SLP and as they are in the majority, best <br />suited to be Chief Authors with intent to get all reps from all cities to author. <br /> <br />The draft legislation will allow a City (in this case the Fire Board) to apportion fire aid <br />between the relief and the city which is consistent with state plan operation. The draft <br />bill from the work group requires a written agreement between the relief and the city which <br />we stated we should and would be open to but that is a change in policy the legislature <br />makes as those who moved to the state plan, did so knowingly giving the city full control. <br /> <br />Again, if policy makers determine a written agreement is needed, we would support that. <br /> <br />This has been discussed at our last JPA meeting as well as our Quarterly FD meeting <br />and will be discussed again at our February 24, 2020 JPA Meeting. <br /> <br />Discussion: <br />An argument can be made that in increase in full time is often offset by a decrease in <br />volunteer which is true for SBM as the daytime volunteer population has fallen from 25/30 <br />to 0 and the overall population has decreased from a high of 95 in 1993/1994 to the <br />present day 55-65. <br /> <br />Thus, there is less pension aid needed for the volunteer and more needed to offset career <br />pension costs. In the case of SBM, the three partner cities have also increased voluntary <br />contributions to augment the fund to further the effective retention of volunteers. Lastly, <br />in 2013, additional funding of 30% was allocated to pension funding which was increased <br />the health of the plan. <br /> <br />This bill is permissive language and at that point in time SBM becomes an all career <br />department, starting down the path of apportionment may forego some of the costly <br />disputes and other negative outcomes realized in other communities that have had to <br />navigate these difficult transitions. <br /> <br /> <br /> <br />Strategic Plan Strategy/Goal: <br />Maintain healthy fiscal condition <br /> <br />Financial Impact: <br />None <br /> <br /> <br /> <br /> <br /> <br />
