ROLL CALL: Commissioners: Kunz, Kroeger, Peterson, Arel, Long, Palm arrived at 7:24. <br /> Staff: DeBar | YMCA: Danielson <br />3. APPROVAL OF AGENDA – Arel moved approval, Long second, Kroeger proposed moving <br />item D to beginning of new business. Motion Passed 5-0. <br />4. APPROVAL OF MINUTES <br />A. June 28, 2012 Meeting Minutes – Delay till next meeting <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. No Public Input. <br />6. SPECIAL ORDER OF BUSINESS <br />A. Public Information Meeting for Proposed County Road H Sidewalk Improvements <br />Nick had invited several residents along county road H between Edgewood Drive and Silver <br />Lake Road. Several were in attendance. The sidewalk is a missing link in the city trail <br />system. This segment has come up because to the foot traffic particularly the students. <br />Woodcrest Drive was in the original map by the Trailway Advisory Group. The City Council <br />at the time of the Street Project decided Woodcrest Drive was not the ideal location for a <br />sidewalk. There is a sidewalk at Silver Lake Drive and at the other end, is Edgewood drive. <br />The county has jurisdiction over county road H. What is being proposed is a 6.5-foot wide <br />sidewalk directly adjacent to the street. The existing 5.5-foot wide “bike lane” would remain. <br />There would be no cost to the residents; the county traditionally pays 25% and my pay up <br />to 50% of the cost of the improvement. Nick acknowledged some issues, the signal light <br />and the bus stop, possibly some hedges and tree that may need to be trimmed, some <br />driveway between Red Oak and Sunnyside that may have a back slope, and some work <br />may need to be done to help alleviate storm water. <br />1. Scott Merrell 5946 Red Oak Dr: Would the curb be where the current location is? Feels <br />sorry for those with short driveways and hedges. Likes the layout of the new proposal. <br />Acknowledged the layout is better and if for the project. <br />2. Al, 5064 Irondale Road: Concerned about his Chinese Lilacs because the roots are 12 <br />feet back from the curb. Will there be any impact on those? Nick offered to meet with <br />the resident to determine the impact. The front part of his drive is bituminous, the <br />concrete. Wondered if the whole thing could be made cement. Nick acknowledged all <br />the bituminous may need to be removed. Private improvements can be worked in. <br />3. Deb W ard 5086 Long Lake Road: issues with sidewalk on both sides of road. People <br />are using “bike lane” as turn lane. Complains that there is a proposal to widen County <br />Road H. What will we do if that happens? Nick explained that he had not heard of any <br />proposal to widen County Road H. Her house is close to County Road H. She is not in <br />favor of the project. She said her house is close to the road. Nick said the house had <br />been built before there were setback requirements. She complained the sidewalk would <br />be covered by snow and how much the snow gets pushed up in her yard. Nick said <br />Edgewood Drive is similar to Long Lake in that snow may need to be physically <br />removed to keep the road and sidewalk clear. She runs a business out of her house <br />and also would have the narrow strip.
