Trailways System Master Plan - DRAFT 2 Goals and Objectives In efforts to make this plan cost-effective, manageable and practical as possible, it does not propose a trailway on every city street, but does propose a systematic matrix of biking and walking accessibility to all areas of the City, making special provisions to provide access to schools, parks, business and civic areas. This plan also makes special efforts to link Mounds View neighborhoods with the trailway system. 1. Provide the highest level of safety practical to ensure the health and welfare of the pedestrian, bicyclist and motorist. a. Encourage compliance of traffic laws through applicable departments b. Develop and promote guidelines governing the appropriate use of the trailways system c. Establish a signage standard for trail use that minimizes potential conflicts among users d. Conform to existing Minnesota Department of Transportation engineering standards e. Minimize bicycles/pedestrian/motorist encounters by providing off-street trailways whenever economically possible f. Promote safe bicycling through publications, programs and events while assisting with the promotion of bicycle safety education through the City publications 2. Provide and maintain a trailways system to achieve a high recreation potential. a. Provide links between Ramsey County, Anoka County and neighboring cities’ trailway systems b. Develop a trailways system as a recreational link between the existing City parks, and to promote a means of making the park property as well as recreational activities accessible to all City residents c. Provide a recreation opportunity for the family and individual d. Develop a system that would be suitable for short and long distance recreational use e. Utilize man-made or natural linear resources in order to take advantage of the scenic qualities in the City
