<br /> <br />Item No. 6B <br /> <br />B <br />M E M O R A N D U M <br />To: Parks & Recreation & Forestry Commissioners <br />From: Brian Erickson – Public Works Director, City Engineer <br /> Don Peterson – Public Works Supervisor <br />Date: March 29, 2016 <br />RE: Public Works Staff Report <br />________________________________________________________________________________________ <br />The following is a synopsis of recent activities and events of the Public Works Department. <br /> <br />Maintenance <br />Staff worked on the following items this last month – ball field leveling, marking ball field base pegs, set up of <br />the batting cage, operate and test the score board, playground equipment repairs at various parks, graffiti <br />removal at various parks, stump removal/grinding, Clean up Groveland Park, wood chips, dirt and branches <br />from trimming, help in the Community Center during yearly week shut down and annual maintenance. <br /> <br />Forestry Staff is working on implementing the DNR Grant for Ash Tree removal and tree replacement. Gave <br />permission to the University Of Minnesota to collect wild garlic mustard rosettes for use in their invasive weed, <br />garlic mustard biocontrol program, (short narrative from the university added to the end of this report). <br /> <br />Projects <br />The following projects are planned this year. Updates from previous meetings are shown in red. <br />Silver View Park <br /> Relocate Disc Golf Course: A new 9-hole course is proposed to be constructed in the NW corner of the park. <br />Involves clearing trees, installing new tees and targets, and removing existing course items and restoration. <br />2014 Budget: $25,000 (Park Dedication Fund) – includes $2,000 BBC contribution for improving disc golf tees <br />(Mar. 2011). Public Works Staff is contacted the University of Minnesota Landscape Architecture Program <br />and has found a second year masters student who is very interested in designing the course, staff will be <br />meeting with the student later this spring. <br /> Reconstruct Trailways: Involves reconstruction of the asphalt trails with an engineering pavement section <br />and grading/drainage corrections. Will require professional engineering services and obtaining permanent <br />trailway easements from Scottland Green apartments and Silver Lake Townhomes. 2015 Budget: $150,000 <br />(Spec. Projects Fund). City Council approved a contract with Bolton and Menk Engineering Services to design <br />and prepare bidding documents for Silver View Trial Rehabilitation. Staff had a meeting with Bolton and <br />Menk on Wednesday December 17, 2015 to start the project. Bolton and Menk will start to survey the trail <br />and start putting designs together. Survey is completed and contractor is working on plans. Staff met with <br />Bolton and Menk, at this meeting staff was informed the 2015 budgeted amount of $150,000 would fund <br />the re-construction cost. Staff brought this to the City Council; staff was directed to continue with getting <br />engineers estimates and bring the cost back the Council with a few options. At the Council meeting on March <br />23, 2015 Council authorized staff to continue to move forward with this project, engineers estimate for the <br />re-constructing the trial is $313,000. With a total cost including engineering fees $452,116.09. Funds will be <br />taken from the special projects funds budget 480-4180-7050. Staff continues to work with Bolton and Menk <br />moving this project forward, meeting with landowners, making final trail designs, securing permits. The City <br />Council approved moving forward at the May 25th Council Meeting. The City Attorney has progressed with <br />agreements with the two property owners regarding easements. At this point, staff anticipates signed <br />agreements in time to begin work this summer. <br /> Irrigation Improvements: Expand irrigation system to cover various locations including around shelter and <br />new playground. 2014 Budget: $10,000 (PDF).
