Item No. 6 B <br /> <br /> M E M O R A N D U M <br /> <br />To: Parks & Recreation & Forestry Commissioners <br />From: Brian Erickson - Public Works Director/City Engineer <br /> Don Peterson - Public Works Supervisor <br />Date: October 27, 2016 <br />RE: Public Works Staff Report <br />_______________________________________________________________________________ <br />The following is a synopsis of recent activities and events of the Public Works Department. <br /> <br />Maintenance <br />Staff worked on the following items this last month – mowing and leaf removal, fall cleanup of all <br />grounds. Woodcrest Park slide removal, Painting of new door at Silver View Park shelter, removed <br />soccer nets from fields, winterize buildings and irrigation systems. Coordinate the removal of <br />temporary rest rooms. Applied Grub control at Lambert, City Hall, Oakwood and Silver View Parks, <br />fall fertilization of all grounds, aeration of all grounds. Installed to benches at Groveland Park <br />playground. Painted some hockey boards at Lambert Park. Removed aerators from Silver View <br />Storm Pond. <br />Forestry <br />Staff continues working on the DNR Grant for Ash Tree removal and tree replacement. Started <br />inspection of residential trees and talking with home owners about the marked tree(s). Several <br />diseased trees marked. <br /> <br />The following projects are planned this year. Updates from previous meetings are shown in red. <br />Silver View Park <br />Relocate Disc Golf Course: A new 9-hole course is proposed to be constructed in the NW corner <br />of the park. Involves clearing trees, installing new tees and targets, and removing existing course <br />items and restoration. 2014 Budget: $25,000 (Park Dedication Fund) – includes $2,000 BBC <br />contribution for improving disc golf tees (Mar. 2011). ). Public Works Staff meet with Kelly Uhrich <br />University of Minnesota Student – Masters of Landscape and Architecture Candidate and walked <br />the site and reviewed park and disk golf course design. <br /> <br />Reconstruct Trailways: <br />Involves reconstruction of the asphalt trails with an engineering pavement section and <br />grading/drainage corrections. Will require professional engineering services and obtaining <br />permanent trailway easements from Scottland Green apartments. 2015 Budget: $150,000 (Spec. <br />Projects Fund). City Council approved a contract with Bolton and Menk Engineering Services to <br />design and prepare bidding documents for Silver View Trial Rehabilitation. Staff had a meeting <br />with Bolton and Menk on Wednesday December 17, 2015 to start the project. Bolton and Menk <br />will start to survey the trail and start putting designs together. Survey in completed and contractor <br />is working on plans. Staff met with Bolton and Menk, at this meeting staff was informed the 2015 <br />budgeted amount of $150,000 would fund the re-construction cost. Staff brought this to the City <br />Council; staff was directed to continue with getting engineers estimates and bring the cost back <br />the Council with a few options. At the Council meeting on March 23, 2015 Council authorized staff <br />to continue to move forward with this project, engineers estimate for the re-constructing the trial is <br />$313,000. With a total cost including engineering fees $452,116.09. Funds will be taken from the <br />special projects funds budget 480-4180-7050. Staff continues to work with Bolton and Menk <br />moving this project forward, meeting with landowners, making final trail designs, securing permits. <br />The City Council approved moving forward at the May 25th Council Meeting. Northwest Asphalt <br />will begin asphalt work late next week and the majority of asphalt work will be completed after <br />Labor Day. Silver View trial pavement was completed Sept. 16, 2016. Northwest Asphalt is <br />working on punch list items and waiting for some concrete sidewalk work to be completed. <br />
