THE MINNESOTA RECREATION AND PARK ASSOCIATION 1989 DRAFT LEGISLATIVE PLATFORM The Minnesota Recreation and Park Association (MRPA) is a nonprofit organization committed to the philosophy that excellent parks, recreation and leisure services enhance the quality of life for all citizens. The Minnesota Recreation and Park association, with a membership of over 900, is deeply concerned about the status of recreational and leisure activities in the 1980's and beyond. Foremost among these concerns is that quality park facilities and recreation programs be available to all citizens. More specifically, the Minnesota Recreation and Park Association either endorses, or urges the most serious consideration -of the following issues: National Issues The Minnesota Recreation and Park Association will look to the National Recreation and Park Association to review and promulgate national legislation and to advise of the affect the legislation will have on Minnesota in matters dealing with parks, recreation, and leisure services. The Minnesota Recreation and Park Association will provide 1 support to the citizens of Minnesota and may promulgate legislation on state and national issues. Support for the Findings and Recommendation of the State Commission on Minnesotans Outdoors COMU Following extensive study- and multiple hearings, on June 27, 1986 COMO submitted a report to the State of Minnesota which contained findings about the status of outdoor recreation in Minnesota and made significant recommendations for ways to enhance the system in our state. The Minnesota Recreation and Park Association supports the recommendations of COMO, with special emphasis on: Recommended distribution of Land and Water Conservation Funds in the state. Support for a new or amended fund program dedicated to outdoor recreation at the federal and state level. Establish uniform requirements for setting aside recreational land in areas of urban development. Establish a standing Minnesota Outdoor Recreation Coordinating Council. Improve outdoor recreation by removing physical barriers and providing adequate information and transportation. ACTION: ',`IRPA will establish an AD-HOC (;ommittee to promote the findings.
