THE MINNESOTA RECREATION AND PARK ASSOCIATION <br />1989 DRAFT LEGISLATIVE PLATFORM <br />The Minnesota Recreation and Park Association (MRPA) is a nonprofit <br />organization committed to the philosophy that excellent parks, <br />recreation and leisure services enhance the quality of life for all <br />citizens. <br />The Minnesota Recreation and Park association, with a membership of over <br />900, is deeply concerned about the status of recreational and leisure <br />activities in the 1980's and beyond. Foremost among these concerns is <br />that quality park facilities and recreation programs be available to all <br />citizens. More specifically, the Minnesota Recreation and Park <br />Association either endorses, or urges the most serious consideration -of <br />the following issues: <br />National Issues <br />The Minnesota Recreation and Park Association will look to the National <br />Recreation and Park Association to review and promulgate national <br />legislation and to advise of the affect the legislation will have on <br />Minnesota in matters dealing with parks, recreation, and leisure <br />services. The Minnesota Recreation and Park Association will provide <br />1 support to the citizens of Minnesota and may promulgate legislation on <br />state and national issues. <br />Support for the Findings and Recommendation of the <br />State Commission on Minnesotans Outdoors COMU <br />Following extensive study- and multiple hearings, on June 27, 1986 COMO <br />submitted a report to the State of Minnesota which contained findings <br />about the status of outdoor recreation in Minnesota and made significant <br />recommendations for ways to enhance the system in our state. <br />The Minnesota Recreation and Park Association supports the <br />recommendations of COMO, with special emphasis on: <br />Recommended distribution of Land and Water Conservation Funds <br />in the state. <br />Support for a new or amended fund program dedicated to <br />outdoor recreation at the federal and state level. <br />Establish uniform requirements for setting aside <br />recreational land in areas of urban development. <br />Establish a standing Minnesota Outdoor Recreation <br />Coordinating Council. <br />Improve outdoor recreation by removing physical barriers and <br />providing adequate information and transportation. <br />ACTION: ',`IRPA will establish an AD-HOC (;ommittee to promote the <br />findings. <br />
