Unemployment Compensation <br />In 1976 unemployment compensation laws were substantially improved by <br />the elimination of eligibility for those individuals who voluntarily <br />quit or are dismissed for cause. However, requalification is provided <br />once the claimant has earned four times the weekly benefit for which he <br />would otherwise be eligible. This requalification is too low and should <br />be increased. <br />The Minnesota Recreation and Park Association believes that individuals <br />who knowingly accept temporary- employment of specific limited durations <br />or provisional employment not exceeding six months and whose employment <br />is thus ended, should be disqualified for• certain benefits. The <br />employers involved should not be saddled with unemployment compensation <br />costs for individuals who accept, and perhaps even plan for the <br />termination of such employment. The MRPA recommends that the law be <br />amended: <br />ACTION: MRPA will inform legislators about the effects of the <br />current unemployment compensation on park and recreation <br />programs, and will support associations/groups working to <br />amend the law as stated above. <br />Therapeutic Recreation Issues <br />MRPA will monitor and react to in the best interests of the Associatio- <br />proposed budgetary cutbacks and proposed regulation changes at the sta, <br />and national level that will affect the provision of recreation services <br />in community and rehabilitation settings to special populations. <br />MRPA will monitor regulation changes and budgeting cutbacks in program <br />areas that indir.•ectly affect therapeutic recreation program and <br />services, such as eligibility requirements for financial assistance, <br />quality of• life issues, status of vocational rehabilitation programs. <br />MRPA will. support state legislation which minimizes financial cutbacks <br />to special populations and which will promote quality of life for <br />speciaL populations. <br />MRPA will monitor the progress of Medicaid reform. <br />MRPA supports state reimbursement for therapeutic recreation services <br />through medical assistance. <br />MRPA will monitor the progress and review the role of therapeutic <br />recreation services in long term care facilities as a result of the <br />case-mix reimbursement and the PAC surveys. <br />
