RESOLUTION 1989-4 Uff-ZA-11 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION REQUESTING THE CITY COUNCIL TO RECONSIDER THE FUNDING SOURCES OF THE PURCHASE AND INSTALLATION OF THE STORM WATER DITCH CULVERT ENTERING SILVER VIEW PARK POND WHEREAS, the installation of the culvert is for the storm water ditch located on Silver View Park; and WHEREAS, this storm water ditch plays a part in the storm water drainage system for a portion of the City; and WHEREAS, the installation of a culvert is to provide for more feasible park maintenance; and WHEREAS, a precedent for the installation of other non -budgeted city projects such as the maintenance building fence, has been funded from the General Fund; and WHEREAS, the Municipal Code 25.06 states that SWM funds may be used for expenses incurred for the improvement of City storm water management systems; and WHEREAS, the original plan for pathway extension included building a larger wooden pedestrian bridge as a replacement for the smaller bridge (to expand the ditch on the higher slope); and WHEREAS, the Parks and Recreation Commission believes that since the Park Improvement Fund is limited and of short supply, monies from it should be used for tangible park amenities as much as possible; and WHEREAS, the Parks and Recreation Commission did not provide a recommendation for expenditure of the culvert with Park Improvement Funds. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Parks and Recreation Commission requests that the City Council reconsider the funding source of the culvert installation to reflect a third of the cost shared by the Park Improvement Fund, Storm Water Management Fund and General Contingency Fund. Adopted this 2nd day of August, 1989 by the Mounds View Parks and Recreation Commission.
