RESOLUTION 1989-5 <br />CITY OF MOUNDS VIEW v <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION FOR THE INSTALLATION OF UTILITIES AT SILVER VIEW PARK <br />WHEREAS, the Mounds View Lions offered to provide a matching part of <br />the Celebrate MN grant to construct a picnic shelter at Silver View Park; and <br />WHEREAS, the Celebrate MN grant was awarded to the City in late <br />February; and <br />WHEREAS, the Lions Club had a larger sum balance of money <br />accumulated for projects than originally expected; and <br />WHEREAS, the Lions Club was able to designate more funds than <br />originally expected when the Celebrate MN grant was submitted for the construction <br />of a picnic shelter at Silver View Park; and <br />WHEREAS, revised picnic shelter plans offered by the Lions proposes <br />installation of restroom facilities contingent on the decision of the City to provide <br />utilities to the site; and <br />WHEREAS, several senior citizens city groups, residents and Park and <br />Recreation Commissioners support the installation of permanent restrooms at Silver <br />View Park <br />WHEREAS, it has been the vision of the Parks and Recreation <br />Commission to have water, sewer and electricity at Silver View Park since its <br />conception; and <br />WHEREAS, at its June 22, 1989 meeting, the Parks and Recreation <br />Commission unanimously adopted a motion recommending to the Council approval to <br />use park dedication fees for utility installation; and <br />WHEREAS, the mayor and council had dedicated Park Improvement Fund <br />expenditures to the Parks and Recreation Long Term Financial Plan; and <br />WHEREAS, the mayor and councilmembers suggested that the Parks and <br />Recreation Department again look at the Parks and Recreation Long Term Financial <br />Plan to determine what expenditures may be eliminated so that the utilities could be <br />installed and the long term financial plan be "in balance"; and <br />WHEREAS, the Parks and Recreation Commission met for a regular <br />meeting on July 27, 1989 to review and revise the Long Term Financial Plan for <br />recommendation to the Council; and <br />
