-3 - <br />Before the Commission's vote, a lengthy <br />discussion involving resident's comments <br />ensued. <br />Many residents expressed concern for the <br />possibility of greater vandalism because of <br />the picnic shelter. Commissioner Starr stated <br />that the location on the south side of the <br />parking lot was highly visible and easily <br />accessible by the police and that it shouldn't <br />increase vandalism, but could actually <br />decrease it due to greater lighting. <br />Mr. Lhotka from the Silver Lake Woods <br />Association asked if the police department <br />had reviewed the proposed plans and site <br />plan. Chairperson Burmeister read a <br />memorandum from Chief Ramacher stating <br />that, in his opinion, the addition of the <br />picnic shelter would not cause added <br />incidence of vandalism in the park and that <br />the police department would be able to <br />adequately patrol the area. <br />Resident Carole Golden had concerns about <br />consumption of beer in the park and asked if <br />the Commission or Council had intentions of <br />legalizing it. Commissioner Burmeister stated <br />that there is currently an ordinance <br />prohibiting consumption of alcoholic <br />beverages in City parks and that there is no <br />intention of changing the ordinance at this <br />time. <br />Lion's representative Linke went on to state. <br />that the Lion's may want to add other <br />amenities to the park in the future. He <br />stated that they could possibly "adopt" Silver <br />View Park as a project. Residents expressed <br />concerns that the Lion's were giving the <br />funds with "strings attached". Mr. Linke <br />explained that the Lion's must appropriate <br />their funds acquired from pull tabs in <br />accordance with Federal law. Had they not <br />committed the $751000 for the picnic shelter <br />building, the club would have had to give 50 <br />percent of their earnings to the Federal <br />government. <br />
