-4 - <br />Mr. Linke further stated the project was <br />originally proposed as a Celebrate MN grant <br />application. A public hearing was held to <br />choose a project. The City Council chose the <br />Silver View picnic shelter as the number one <br />project. <br />The City approached the Lion's requesting a <br />contribution of matching funds for the <br />construction of the picnic shelter. The grant <br />was awarded to the City with matching <br />funds to be paid by the Mounds View Lions <br />Club. The Lions, however, found that they <br />were able to contribute far more than <br />originally proposed, so the Lion's Club Picnic <br />Shelter Committee came up with the plans <br />that were proposed. <br />Resident David Rademacher stated that he <br />felt that the City was allowing the Lion's to <br />set City policy and that they were not <br />following the original plan. The Commission <br />reiterated that the picnic shelter has always <br />been in their vision for Silver View Park. <br />The picnic shelter was chosen by the council <br />as the number one project for the Celebrate <br />MN grant application. A public hearing was <br />held regarding this decision. The Lion's were <br />requested by the City to participate in the <br />project as a matching fund community <br />organization. <br />Mr. Linke asked the Commission to approve <br />the installation of utilities to the picnic <br />shelter. Chairperson Burmeister explained <br />that SEH had reviewed the site two years <br />ago, and made recommendations for sources <br />of the sewer, water and electricity. This <br />same plan has recently been reviewed by <br />both SEH and City Engineer Minetor. <br />Residents expressed concern with the cost of <br />the utilities and that the utilities were <br />brought up without previous notice. <br />Chairperson Burmeister stated that the <br />Commission had proposed installation of <br />utilities at Silver View Park two years ago. <br />
