-5 - <br />Commissioner Stevenson added that it was <br />more cost effective to install the utilities <br />during construction of the picnic shelter <br />rather than after. <br />Commissioner Long and Director Saarion <br />explained to residents the progression of park <br />improvements and the use of the Five Year <br />Capital Improvement Plan. Director Saarion <br />also explained the different types of parks <br />within the City; neighborhood parks, <br />community parks and regional parks; stating <br />that Silver View Park was a regional park <br />serving the entire community, not just one <br />specific area or age group. <br />In response to residents request for play <br />equipment at Silver View Park, she stated <br />that it was in the Five Year Capital <br />Improvement Plan for 1992. She added that <br />all of the other neighborhood parks were <br />equipped with play equipment. (Oakwood <br />Park play equipment is scheduled for 1990). <br />Currently there is no need for additional play <br />equipment at the neighborhood parks. <br />Residents expressed dissatisfaction with <br />maintenance at Silver View. They stated <br />that certain areas were not mowed. Director <br />Saarion stated that these areas were natural <br />areas for observing wildlife, trees, etc. <br />Residents expressed more concern about the <br />cost, maintenance and safety of the picnic <br />shelter. A resident then commented that the <br />City does not have the option to spend the <br />money elsewhere and that if the City does <br />not accept the picnic shelter, that the Lion's <br />could give the money to another City or <br />charity. Councilmember Quick re -stated that <br />the City requested the Lion's to participate as <br />a matching fund community organization for <br />the Celebrate MN grant application. The <br />City chose the picnic shelter as the number <br />one project. The project was awarded. <br />
