Resolution 2067 Page two 3. Water areas, when properly controlled and designed, is a welcome and integral aspect of the City's park system and should be encouraged and created whenever possible. It is not financially feasible nor plaus- ible to fence each of the City's water areas because of potential safety hazards. 4. Wherever a potential water hazard should exist, the City shall place a warning sign near the area to enhance the citizen's level of safety consciousness. 5. Whenever man-made fences are to be installed, it should be a wooden and/or earth -tone to blend into the environment as much as possible. 6. Whenever fences are installed, proper access through the use of gates, fences overlapping and/or openings, shall be considered in the design process. BE IT FURTHER RESOLVED that no permanent or temporary structures will be allowed on park property including but not limited to gardens, animal houses, bird feeders or other park modifications unless formal approval is granted by the City Coun- cil after review by the Parks and Recreation Commission; and BE IT FURTHER RESOLVED that the City Council of the City of Mounds View will adopt a formal maintenance policy outlining the frequency and type of maintenance that will be provided on park property, and any modifications to the proposed maintenance program must be reviewed by the Parks and Recreation Commission and approved by the City Council; and BE IT FURTHER RESOLVED that the Mounds View Parks and Recreation Commission will hold a public hearing whenever the policy of park land use is modified and/or changed. BE IT FURTHER RESOLVED that this policy will go into effect immediately with enforcement to be commenced by City staff no later than May 1, 1987. Adopted this 25th day of August, 1986.
