Resolution 2067 <br />Page two <br />3. Water areas, when properly controlled and designed, <br />is a welcome and integral aspect of the City's park <br />system and should be encouraged and created whenever <br />possible. It is not financially feasible nor plaus- <br />ible to fence each of the City's water areas because <br />of potential safety hazards. <br />4. Wherever a potential water hazard should exist, the <br />City shall place a warning sign near the area to <br />enhance the citizen's level of safety consciousness. <br />5. Whenever man-made fences are to be installed, it <br />should be a wooden and/or earth -tone to blend into <br />the environment as much as possible. <br />6. Whenever fences are installed, proper access through <br />the use of gates, fences overlapping and/or openings, <br />shall be considered in the design process. <br />BE IT FURTHER RESOLVED that no permanent or temporary <br />structures will be allowed on park property including but not <br />limited to gardens, animal houses, bird feeders or other park <br />modifications unless formal approval is granted by the City Coun- <br />cil after review by the Parks and Recreation Commission; and <br />BE IT FURTHER RESOLVED that the City Council of the City <br />of Mounds View will adopt a formal maintenance policy outlining <br />the frequency and type of maintenance that will be provided on <br />park property, and any modifications to the proposed maintenance <br />program must be reviewed by the Parks and Recreation Commission <br />and approved by the City Council; and <br />BE IT FURTHER RESOLVED that the Mounds View Parks and <br />Recreation Commission will hold a public hearing whenever the <br />policy of park land use is modified and/or changed. <br />BE IT FURTHER RESOLVED that this policy will go into <br />effect immediately with enforcement to be commenced by City staff <br />no later than May 1, 1987. <br />Adopted this 25th day of August, 1986. <br />ATTEST: <br />Mayor <br />(seal) <br />Clerk -Administrator <br />
