Kirkwold <br />Deputy Director <br />and <br />Assistant County Engineer <br />Thank you for your letter of August 14, 1989, regarding the <br />construction of a bicycle lane or detached path adjacent to Old <br />Highway 8 from the New Brighton/Mounds View border to Trunk <br />Highway 10. <br />In response to your concern over the need for improvements to <br />better accommodate bicycles along this section of Old Highway 8, <br />we have reviewed our 1989-91 Capital Improvement Program (CIP). <br />The CIP identifies which maintenance and construction projects <br />are scheduled to be implemented within the three-year time frame <br />of the program. The reconstruction of this section of Old <br />Highway 8 is listed in the non -programmed category of the CIP. <br />As projects are completed in the three-year programmed schedule, <br />non -programmed projects will enter the three-year schedule based <br />on their priority score. Based on existing priorities and <br />current funding levels, this section of Old Highway 8 could be <br />reconstructed in 1994. <br />Due to the fact that this section of roadway could be <br />reconstructed in four years, Ramsey County will not schedule any <br />major improvements for this section of Old Highway 8, i.e. <br />shoulder improvements. It is presumed that the reconstructed <br />roadway would accommodate four lanes of traffic commensurate with <br />the improved roadway to the south. Ramsey County will consider <br />the construction of a bicycle lane or detached path if requested <br />to do so by the city of Mounds View at the time Old Highway 8 is <br />scheduled for reconstruction. <br />The City of Mounds View is the agency responsible for initiating <br />the construction of a bicycle facility along this section of Old <br />Highway 8. They are responsible for the majority of the cost, <br />and in the case of the path, the maintenance of the bicycle <br />facility. <br />
