MEMO TO: PARKS AND RECREATION COMMISSION <br />FROM: MARY SAARION, DIRECTOR �/ <br />PARKS, RECREATION AND FORESTRY <br />DATE: OCTOBER 18, 1989 <br />SUBJECT: SUGGESTIONS FOR 1990 FESTIVAL <br />Attached to this memo is information given to the City Council at the October 16 <br />agenda session. Representatives from Northern Lighter Pyrotechnics offered <br />information regarding optional locations for fireworks. As you can see by their letter <br />to Mayor Hankner, their greatest disadvantage at the City Hall location is lack of <br />space for both safety factors and fireworks display flexibility. <br />Of the many places visited in the City, the representatives selected Lakeside Park as an <br />ideal place for the fireworks display. They recommended shooting the ground displays <br />on the beach and aerials from the grassy area, overshooting the lake. Spectators <br />would view the show from the south side of the lake, along the shore. <br />There are advantages and disadvantages with this site. <br />ADVANTAGES <br />1. Lakeside Park is already fenced and therefore entries can be easily closed and <br />secured to secure the fireworks launching areas. <br />2. The aesthetic pleasure of the mirrored effect that the lake would present on an <br />aerial and group display would add a special touch. <br />3. The distance away from homes meets the fireworks regulations. <br />4. Because of the safety zone distance, fireworks of greater flair and height and <br />show could be used. <br />DISADVANTAGES <br />1. The fireworks display would be held at a different location than the other <br />Festival activities requiring participants to "up and move". <br />2. Rather than parking lot space, people would park along residential streets and <br />walk into the spectator area. <br />3. Food concessionaires would need to move from the Festival activity site to the <br />fireworks location. <br />4. Since Lakeside Park is a joint venture with the City of Spring Lake Park, <br />permission would need to be granted for such use. Also, since a portion of the <br />spectator's area is a park belonging to the city of Fridley, a request for use <br />would be proper. <br />
