MEMO TO: MAYOR AND COUNCIL <br />FROM: MARY SAARION, DIRECTOR <br />PARKS, RECREATION AND FORESTRY <br />DATE: NOVEMBER 16, 1989 <br />SUBJECT: SKATING RINK HOURS - ACTIVITIES <br />Staff proposes a change in warming house hours. In the past few years, late hour <br />attendance has declined. The 8:00 - 9:00 p.m. or 8:00 - 10:00 p.m. timeslot has not <br />been practical. The high school is out of classes at 2:00 p.m. and the two grade <br />schools at 3:00 p.m. Staff proposes to open warming houses at 3:00 p.m. and close <br />at 8:00 p.m. on weeknights, Monday - Thursday. Since Friday is not a school night, <br />closing hours could be extended to 9:00 p.m. Saturday hours would be from <br />9:00 a.m. to 9:00 p.m. and Sunday from 1:00 p.m. - 8:00 p.m. The changes are <br />shown below: <br />PAST HOURS <br />PROPOSED HOURS <br />M - Th 4:00 - 9:00 p.m. M - Th 3:00 - 8:00 p.m. <br />F 4:00 - 10:00 p.m. F 3:00 - 9:00 p.m. <br />Sa 9:00 a.m. - 10:00 p.m. Sa 9:00 a.m. - 9:00 p.m. <br />Su 1:00 - 9:00 P.M. Su 1:00 - 8:00 p.m. <br />The time change would not alter the number of hours of operation and therefore, <br />would not alter the budget. <br />During this day and age of youth abductions and foul play, staff wishes to encourage <br />public safety by discouraging children from being out in neighborhoods in hours of <br />darkness. Therefore, providing more skating time during daylight hours encourages <br />the option for daylight skating rather than skating during hours of darkness. This <br />time change is basically considering grade school ages. It is observed that most high <br />school students come to skating rinks via car transportation. <br />Another change that the Park and Recreation Commission has requested is the <br />expanded purpose of warming houses. It was requested that warming houses serve as <br />mini -meeting places for youth activity such as a game of chess, parchessi or cribbage, <br />or perhaps some art projects or simple group games. Warming house attendants <br />would serve as supervisors, perhaps provide a greater activity leadership role, and <br />equipment monitor. <br />Staff wishes to hear your thoughts and direction regarding these proposed changes. <br />MS/SL <br />
