It begins at the <br />Chain of Lakes Regional Park Reserve in southeastern Anoka County, passing <br />through the northwestern corner of Ramsey County to Long Lake Regional <br />Park, and then continuing on to the Mississippi River. <br />The entire corridor has been acquired with the exception of a 1 mile segment <br />which passes through the Twin City Arms Plan, owned by the U.S. <br />Department of Defense. Portions of the trail have been developed for <br />recreational use. The overall development concept includes land trails for <br />multiple -use as well as canoeing on Rice Creek. <br />The segment through the Twin City Arms Plan is the missing link in the <br />entire 14 mile corridor. The proposed acquisition would primarily include <br />the creek and its flood plain area. Since Rice Creek is an integral part of the <br />trail corridor project, no reasonable alternative exists. <br />There is also a 35 acre parcel which has been declared 'surplus property" by <br />the U.S. Government which the municipalities of Arden Hills, New Brighton, <br />Mounds View, and Shoreview have express an interest in using for athletic <br />fields. This proposed use would be complementary to the public trail <br />corridor. <br />
