Representative Bruce Vento Page Two
Ramsey County has attempted, over the years, to secure access through the
Arms Plan site: however, the Department of Defense has been unwilling to
give serious consideration to their request. Normal negotiations have been
ineffective, and condemnation is not an option given U.S. Government
ownership.
Some of the major concerns of the federal government is the safety distance
prescribed around ammunition storage facilities; cleanup of deep
groundwater contamination; and security. We believe that all of these
concerns can be addressed with a minimum of impact on the Department of
Defense operations if there is a desire on the part of all parties to cooperate
and work toward a solution.
Enclosed are resolutions from the four affected municipalities and Ramsey
and Anoka Counties expressing support of the acquisition of the property in
the Rice Creek Regional Trail from the U.S. Department of Defense and asking
the help of the Minnesota Congressional Delegation in this effort.
A map of the area is also enclosed.
The Friends of St. Paul and Ramsey County Parks is very much interested in
hearing from you about this matter.
Thank you.
Sincerely,
Neil Franey
President
Enclosures - 7
