Representative Bruce Vento Page Two <br />Ramsey County has attempted, over the years, to secure access through the <br />Arms Plan site: however, the Department of Defense has been unwilling to <br />give serious consideration to their request. Normal negotiations have been <br />ineffective, and condemnation is not an option given U.S. Government <br />ownership. <br />Some of the major concerns of the federal government is the safety distance <br />prescribed around ammunition storage facilities; cleanup of deep <br />groundwater contamination; and security. We believe that all of these <br />concerns can be addressed with a minimum of impact on the Department of <br />Defense operations if there is a desire on the part of all parties to cooperate <br />and work toward a solution. <br />Enclosed are resolutions from the four affected municipalities and Ramsey <br />and Anoka Counties expressing support of the acquisition of the property in <br />the Rice Creek Regional Trail from the U.S. Department of Defense and asking <br />the help of the Minnesota Congressional Delegation in this effort. <br />A map of the area is also enclosed. <br />The Friends of St. Paul and Ramsey County Parks is very much interested in <br />hearing from you about this matter. <br />Thank you. <br />Sincerely, <br />Neil Franey <br />President <br />Enclosures - 7 <br />
