Such spontaneous types of programs or activities ars costly. The <br />city would need to commit to teenage programming by subsidizing <br />leadership costs as well as secure a facility for a drop in, hang <br />out space devoted to teenagers. <br />In conclusion, it is staff's opinion that to commit to a successful <br />teenage program of activities the City must 1) secure a facility <br />for a teenage center 2) commit to funding leadership costs and 3) <br />agree to adventure and risk program opportunities. <br />
