INTRODUCTION <br />On November 13, 1990; the City Council appointed seven residents to form the Silver <br />View Park Task Force. This Task Force was commissioned to propose <br />recommendations regarding an improvement plan for Silver View Park to serve as a <br />plan for future improvements. Information received in the City survey by Decision <br />Resources, Ltd. and the Silver View Park Pond Management Study, prepared by <br />Environmental Specialists, was to be considered in the planning process. The plan <br />was to include facility improvements, funding recommendations, and a schedule or <br />time line for improvements to occur. <br />The Task Force met as a group three times. The first meeting included these six <br />items: <br />1. Reviewed the task of the committee. <br />2. Discussed the survey results regarding Silver View Park. <br />3. Reviewed the pond management study and Environmental Specialists <br />recommendations. <br />4. Became familiar with the present park facility map. <br />5. Reviewed past improvement recommendations and costs. <br />6. Discussed options for a plan for Silver View Park improvements. <br />The second meeting expanded on improvement ideas. The third meeting was to <br />review the collection of ideas and concepts for the park and to finalize the written <br />document. Minutes of these three meetings are provided in the appendix of this <br />document. <br />A joint meeting with the City Council, Parks and Recreation Commission and Task <br />Force was held on May 7, 1990 to review the proposal. At the conclusion of the <br />meeting, the Council requested that the entire Parks and Recreation Commission <br />review the proposal and offer a recommendation. The Parks and Recreation <br />Commission reviewed the proposal at their regular meeting on May 24, 1990 and <br />upon inclusion of three changes, which are included in their letter of recommendation <br />on page 4, unanimously recommended that the City Council approve the proposal. <br />P <br />
