2. DONATIONS <br />It is hoped that the Mounds View Lions Club will be a local organization that is <br />interested in "adopting" Silver View Park by funding improvements. <br />3. PARK DEPARTMENT BUDGET <br />Construction projects can be budgeted in the annual park department fund with <br />the condition that the projects are scheduled one year in advance. <br />The $13,000 proposed for the culvert on the western inlet to the pond relies on <br />funding from the Storm Water Management Fund. It is assumed that since the <br />culvert would be an improvement to the storm water ditch and inlet that it <br />may have the criteria necessary for using Storm Water Management funds. <br />4. BOND REFERENDUM <br />One source of funding is not shown on the funding graph but is another <br />option. That option is a specific bond referendum for improvements at Silver <br />View Park. A bond referendum of $150,000 would cost a typical homeowner <br />approximately $4.78 per year for ten years. A small successful bond issue <br />would complete this improvement plan. <br />IN. DONATIONS AND CQNTRIBUITDNS <br />Donations and contributions by community organizations was another issue discussed, <br />especially since donations and contributions provide over half the improvement <br />funding. Therefore, the committee realizes the value and need for providing an open <br />avenue to request funding for park improvements. The City will apply for donations <br />as described in this plan. To facilitate willing donations, and grateful receiving of <br />donations, the Task Force has suggested these guidelines. <br />1. Donations may provide the funding of improvements according to items on the <br />priority list, or <br />2. If in -sufficient monies are available to fund the improvement, the donating <br />group could choose one of two options. <br />a. The City would retain the money until enough funds were accumulated <br />to fund the priority. <br />b. The group could choose another improvement in which the funds were <br />sufficient. <br />3. Facilities improvements which are not included in this plan, but wish to be <br />funded by the donating organization, must comply with the park concept plan <br />and must be recommended by the Parks and Recreation Commission and <br />approved by the City Council. <br />10 <br />
