MINUTES OF THE PROCEEDINGS OF THE <br />SILVER VIEW PARK TASK FORCE <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />CALL TO ORDER <br />ROLL CALL: <br />Friday, March 16, 1990 <br />Mounds View City Hall <br />Council Chambers <br />David Long, George Andres, Adeline Lee, Ron Margo, Ron Fagerstrom, Dave <br />Rademacher, and Mary Saarion. Debbie Ashworth was absent. <br />DISCUSSION: <br />Parks and Recreation Commissioner Long opened discussion by reviewing the task of <br />the Task Force. He reminded the group that the task is to plan improvements for <br />Silver View Park, formulate a "master plan" and suggest funding sources. These ideas <br />will be recommended to the City Council. <br />The group began by reviewing the questions from the survey which were pertinent to <br />Silver View Park. Adeline Lee opened discussion by stating that an asphalt trail would <br />allow wheelchair and impaired walkers access to use. She also expressed the need for <br />good park security for safety. Adeline suggested lighting the trail. <br />Ron Fagerstrom suggested that after hours park use or curfew occurs at darkness and <br />therefore, people should not be in the park after dark in the summertime. <br />Dave Rademacher expressed his desire for the natural look. <br />George Andres stated that an asphalt path would also be accessible for biking, <br />skateboarding and rollerblades. <br />Dave Rademacher expressed his opinion that this is a community park for residents, <br />not a regional park for neighboring community users. Dave further stated that it was <br />his opinion that some people don't like to walk the full path and would like to have a <br />bridge available as a shortcut. Ron Margo restated the issue of asphalt attraction to <br />bikers/bladers and skateboard users. <br />David Rademacher suggested the two path system with a natural woodchip path <br />around the pond and an asphalt path on the active upper area of the park. <br />Adeline Lee expressed her opinion that the park will get more use now with the new <br />picnic shelter, especially from the Senior Citizens. <br />
