MINUTES OF THE PROCEEDINGS OF THE <br />SILVER VIEW PARK TASK FORCE <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />Wednesday, April 4, 1990 <br />Mounds View City Hall <br />Lower Level <br />CALL TO ORDER: 7:10 p.m. <br />ROLL CALL: David Long, Adeline Lee, Deborah Ashworth, Ron <br />Fagerstrom, David Rademacher, and Mary Saarion. Ron <br />Margo and George Andres were absent. <br />DISCUSSION: <br />Ron Fagerstrom wanted to further describe the pond buffer maintenance guidelines. A <br />map was presented to provide an illustration of the buffer areas. <br />The group reviewed each section of park improvements as discussed at the first <br />meeting. Priorities for each section were reviewed as well as descriptions of <br />improvements. Funding sources were reviewed and discussed. <br />Issues were also discussed. These issues will be present in a narrative with a <br />recommendation to Council regarding the Silver View Master Plan. <br />The letter requesting residents to comply with use of low or no phosphorus fertilizers <br />was distributed to residents of the Silver View drainage area and to Spring Lake and <br />White Oak pond residents as requested by the City Council. <br />Staffs list of issues were discussed and the committee recommendation for each is as <br />follows: <br />Question #1. What other alternatives are there for the amphitheater? <br />Answer. There were several options discussed for the amphitheater, but it was <br />unanimously agreed that it should remain just as is and permitted to let grow. At <br />some time in the future, a purpose or improvement may be decided, but at present, it <br />is a low priority and safety hazard for mowing. Consensus: Let grow and leave it <br />alone for the time being. <br />Question #2. What should the buffer area distance be from the pond? <br />Answer. Environmental Specialists suggested that a larger buffer area would attract <br />wildlife because it offers more nesting area. Also, the buffer provides a filtering <br />service, trapping litter and contaminants before they enter the pond. <br />64 <br />
