Park inspections are conducted and <br />documented, park parking lots are plowed, trails cleared, trash removed, playground <br />checks performed and building clean-up as required. Random Park building is <br />maintained and paperwork and work orders and supply orders completed. Vouchers are <br />reviewed and processed, supervision of restitution workers is conducted, plans for next <br />season activities are prepared. In addition goals and objectives are prepared, <br />construction companies are called and meetings held for information regarding grant <br />applications. Vandalized facilities or amenities are repaired and reports prepared. In <br />addition, required certifications are retained requiring classroom training sessions and <br />testing. <br />As one can only conclude, there is simply no time to sit and drink coffee as you stated. <br />In fact, it is my tribute to the parks crew that they rarely take breaks, even meal breaks <br />are often skipped. Many days they work straight through tasks in an effort to complete <br />jobs. They are a devoted crew that work hard to make sure that the parks are in good <br />order. They become frustrated that there is never enough hours in the day, days in the <br />week, weeks in the months, months in the year to accomplish all that they wish to <br />accomplish. It is hurtful and wrongful to accuse these devoted workers with the <br />slanderous and inflammatory statements that you made. <br />Today I visited the rinks with several staff and also visited neighboring rinks. There are <br />little differences (only those differences on conditions unique to each rink such as the <br />direction of the rink to the sun, the color of boards, the approaches etc.) The ice was <br />similar in each case. Certainly the ice at Lambert Rink was not worse or better than <br />the others. Contrarily, the ice at each facility appeared to be very good especially for <br />outdoor ice. The parks crews of each neighboring city keep in good communication and <br />each crew uses similar practices in ice making and ice maintenance. <br />Outdoor ice rink conditions are largely dependant upon the weather. During very cold <br />and very warm winter weather ice does not freeze consistently and may either bubble <br />or crack. Parks workers take advantage of the times when weather is most conducive <br />to flooding and make several coats of ice during a single .24 hour day. Rinks are swept <br />before every flooding. After snowfalls, rink snow is removed and the rinks are swept. <br />This is standard procedure. Our policy has been to wait until snow stops falling to <br />begin the removal process to save time and money. You may be interested in knowing <br />that over time was authorized for weekend rink maintenance, sweeping rinks both <br />Saturday and Sunday mornings most of the weekends of the skating season. Although <br />this is more costly maintenance, it was deemed a service to the community to <br />compliment the skating season weather conditions. During unusual circumstances the <br />rinks fall back to lower priority when additional workers are needed for snowplowing <br />and when all the snow removal equipment is used for streets and sidewalk detail. This <br />occurred once this year. In addition, it is an occasional instance when the equipment <br />breaks down and parks workers with the help of other public workers coordinate repair <br />work on the equipment. During these equipment breakdowns the procedures may alter <br />to accommodate for the circumstances. <br />
