MN 55432 - (613) 571-3450 • FAX (612) 571-1287
November 4, 1993
Mr. Jim Gelbmann
Deputy State Auditor
Office of the State Auditor
525 Park Street
Suite 400
St. Paul, MN 55103
Dear Mr. Gelbmann:
The cities of Fridley, New Brighton, Mounds View and Spring Lake Park are
pleased to submit the attached grant application for consideration by the Board
of Government Innovation and Cooperation. As we do this, I would like to offer
a few brief comments about the project.
In the grant application, we seek assistance with start-up funding for a regional
senior center that would be owned and operated by the cities of Fridley, New
Brighton, Mounds View and Spring Lake Park. The regional center would serve
as a Metropolitan Council focal point for delivery of a comprehensive list of
services to senior citizens in this area. The services would include congregate
dining,- exercise and wellness programs, recreational programs, social service
assistance programs, educational programs, and senior transportation.
In order to bring this dream to reality, a twenty-one member citizens task force
has been working since September, 1991, to address a wide variety of issues.
The task force started with a citizen survey that was conducted by Decision
Resources, Ltd., in all four communities. Once it was established that the people
supported the project, the task force shifted its attention to the details of the
project, which included site selection, building design, programming, staffing, and
the outlining of a joint powers agreement. With the completion of their report
(see enclosed report), the task force held public hearings in each of the four
communities.
