of the Director of Community Development. Our CD Director Rick Jopke does have economic development experience and would do well in overseeing this position and having it contribute to community development efforts. Three things to keep in mind however, first, with the Iower level pay will likely come a less experienced individual. That could be overcome with Rick's experience. Second, the administrative support I currently receive would not be available, meaning either it is no longer present or it is replaced with someone like an intern. The last intern with the city was paid $10 an hour with no benefits. And third, this option can mean more responsibility for the CD Director which may lead to a need to reevaluate his position and pay. Option 3: Rather than placing the emphasis on economic development, create an assistant city administrator position whose duties amongst others is to manage economic development work. One duty that will need to be performed for any of the three options is to staff the needs of the EDC and EDA. The type of individual that will likely apply for this position will be more of an administrative type (such as myself). One aspect of this approach would be to create more of a management team approach to economic development amongst the city administrator, community development director and assistant. It likely offers the most flexibility in utilizing the skills of any given applicant, but may be harder to defend in the long run if given hard scrutiny in budgeting. The salary range could be set anywhere between $35,000 to $60,000, depending on expectations and commitment to policy objectives. I think the key thing here for the Council to consider, if something other than what is in place now were to be looked at, is just what is the desired outcome for the City in working in economic development. These three options, four if an intern option is considered, reflect policy priorities more than anything else. My preference is to find the best person available to meet the needs of the community and Council. Item 8 - Discussion of 1998 Council Board Appointments: A list of board and commission openings is enclosed, as well as Council position liaisons. The Council should attempt to assign the liaisons quickly in order to begin meeting with the respective boards in January. Item 9 - Cable TV Franchise Agreement Extension: This is the same extension that was done a couple of months ago. Tom Creighton's letter explains the need to do it again. With Council permission, I will add to the consent agenda for January 12. Item 10 - Multi -City Athletic Facility: Back earlier in the fall the mayor, myself and Mary Saarion were invited to a discussion with the other cities in the school district and the school district. The meeting outlined the school's need for more athletic facilities and the proposition was made to have the cities collaborate in finding a site, possibly contributing to facility construction and participating in joint programming. The Iogical site is somewhere on the arsenal property. While I have some concerns about the approach, the City of Arden Bills is offering to take some type of lead on this with monetary help from the other communities. Rather than decide whether to contribute now or not (it is not specifically in the budget), my suggestion is to continue to participate in the joint meetings. A second one will likely come up in January. I am a little concerned about being swept into something that may require a financial -commitment without consideration being given to the commercial development potential of such a facility. I
