CITY OF MOUNDS VIEW <br />DEPARTMENT OF PARKS, RECREATION AND FORESTRY <br />POLICY FOR USAGE OF ATHLETIC FIELDS <br />GENERAL <br />The park facilities of the City of Mounds View are provided for the wholesome leisure time pursuits of <br />all residents. Correspondingly, certain policies are needed to insure the proper use and control of <br />facilities so that all people may equally enjoy them. <br />RESERVATION OF BALL DIAMONDS <br />A. No permits for usage of ball diamonds will be issued before April I. <br />B. Permits will be issued only to city residents; civic groups and organizations whose use of ball <br />diamonds benefits a civic purpose or furthers the recreation of Mounds View residents; and to <br />recognized teams in City sponsored or sanctioned leagues. <br />(SEE PARK FACILITY USE PERMIT & RESERVATION POLICY) <br />C. Permits will be issued for approved games or activities primarily, and for practices or workouts <br />when fields are available. <br />NOTE: If permits are authorized for practices, requesting groups, organizations, or teams <br />may only reserve a maximum of two practices/week for no more than 1-1/2 hours each <br />practice. These users must relinquish the field when their time expires if another permit has <br />been issued for the time immediately following. A team can reserve practice fields only up to <br />one week in advance. <br />D. The use of ball diamonds are subject to restrictions defined in the City Cade. <br />SOFTBALL../ BASEBALL TOURNAMENTS <br />A. Permits for softball tournaments will be issued by the Parks and Recreation Department to: <br />City Residents <br />2. Civic groups and organizations whose tournament would benefit the citizens of <br />Mounds View. <br />3. Softball teams who play in the City sponsored league. <br />NOTE: No teams from leagues other than those sponsored by the Mounds View <br />Parks, Recreation and Forestry Department are eligible to conduct <br />tournaments in Mounds View, unless they are comprised of at least 75 percent <br />Mounds View residents. <br />B. Tournament must meet the following requirements: <br />1. All softball tournaments must be sanctioned MRPA/USSSA. <br />2. All softball tournaments must be umpired by certified MRPA/USSSA umpires. <br />3. All participating tournament teams must be sanctioned MRPA/USSSA teams. <br />C. Any tournament whose profit does not specifically go to support a civic purpose or benefit the <br />general citizenry will be charged user fees: <br />1. $50.00 per day per field. <br />2. $100.00 clean-up/ damage deposit for the entire park, plus use of bases and chalkier. <br />Returned if everything is left orderly and in good working condition. <br />3. $40.00 MRPA/USSSA tournament sanction fee if not already sanctioned. Need proof if <br />tournament is sanctioned before the time of this application. <br />4. $50.00 deposit for keys checked out, refundable upon key check-in. <br />5. Use of Silverview Picnic shelter - $20.00 for residents, & $50.00 for non-residents. (See <br />Picnic shelter Reservation Policy) <br />1 <br />
