Park and Recreation Commission Meeting Minutes <br />January 23, 2003 <br />Meeting Called to order: Kroeger <br />Roll Call: Kunz, Kroeger, Long, Silvis, Dazenski, Lee, Roepke, Jeanette Steeves <br />Absent: Szczepanski, Kahn <br />Approval of the November, 2002 minutes <br />Motioned: Silvis <br />2"a: Kunz <br />Unfinished Business: <br />Community <br />Lee wanted all Commissioners to review questions once more before he submits them to <br />the Council at a work session in March. Lee noted that the 2003 budget has $7500 set <br />aside for this survey. Kroeger stated that these survey questions may not be final because <br />the professional survey company or the Council could refine them as necessary. Silvis <br />asked if question 7 be kept regarding the Golf Course? Kroeger suggested revising the <br />question to include the words "privatize or enlarge" the existing Golf Course. He also <br />stated that the survey will be a good overall opinion of the residents regarding the City's <br />parks. Long asked if more questions should be included about the Community Center, he <br />noted that there is only 1. Kroeger suggested including the words "What other features <br />would you like to see at the Community Center." Long suggested adding the question <br />regarding the desire for a skate park. Krueger asked if we would want the answer from <br />the Community before we go through with the project? Lee stated that the timing is fine <br />because it goes hand-in-hand with the earlier decision by the Commission to make the <br />skate park a 1 year trial. Long said to make question 11 "Do you want a skate park in <br />Mounds View?" Krueger also asked to re -define question 5 to "which park is closer to <br />you and which park do you use the most". Kroeger asked Lee to revise questions and <br />present them to Council. He asked Lee if he knew of a company to perform the survey. <br />Lee said he did and Kroeger asked that Lee call them for a cost estimate. Silvis agreed. <br />Krueger stated no motion would be necessary. <br />Skate Park <br />Lee stated that he emailed the Commissioners a memo outlining the costs for modifying <br />the Community Center basketball courts to construct a skate park. Kroeger asked if the <br />slope repair is needed? Suggested addressing this question as we get further into the <br />project. Does the fence need to be 10 feet high? Lee stated that a 6 foot fence would be <br />the minimum height due to the possibility of BMX bikes being tossed over the fence to <br />use in the course. The City of Coon Rapids has problems with this because of a 4 foot <br />fence they had. <br />Kroeger asked about the impact of using the emergency door as an exit door to the park. <br />Lee replied that an emergency exit door cannot exit into a fenced area and that the door <br />
