The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 08A <br />Meeting Date: May 11, 2020 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9267, to Approve a <br />Chicken/Duck Keeping License for Jessica Lee and Kjel Farr, <br />2817 County Road H2 <br /> <br /> <br />Introduction: The Mounds View City Council passed Ordinance 903, which amended Chapter 701 of <br />the Code, to provide for limited and controlled raising and keeping of chickens and/or ducks on properties <br />zoned R-1, Single Family. Residents are limited to no more than eight chickens or ducks restricted to <br />only backyard areas. This Ordinance became effective on August 3, 2015. <br /> <br /> <br />Discussion: Jessica Lee and Kjel Farr, o wners of 2817 County Road H2, have, submitted an application <br />to raise and keep three chickens on their property. Attached is the application for the City Council’s <br />consideration. The City requires that backyard areas within which the chickens are allowed to roam must <br />be fenced. A site inspection conducted on April 28, 2020 indicated that a fence exists enclosing the rear <br />yard. <br /> <br /> The Community Development has approved a permit for the 8x8x8 utility building/chicken coop. <br />However, the property’s backyard is nearly entirely contained within a drainage and utility easement. The <br />City will allow placement of the chicken coop within the easement with the understanding that if the <br />structure is damaged due to workers needing access to the easement, repair of the structure is the <br />responsibility of the owner. Attached is a draft copy of the agreement. <br /> <br />In accordance with Ordinance 903, initial applications shall be considered by the City Council after <br />holding a public hearing. Renewals are approved administratively unless the City has received <br />substantial complaints or related violations have been documented during the previous year. <br /> <br /> <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br />Statement, “…welcoming a desirable destination to all ages and cultures…and a place where residents <br />can live, work and play.” <br /> <br /> <br />Financial Impact: None <br /> <br /> <br /> <br /> <br /> <br /> <br />
