5 <br />INTRODUCTION <br /> <br /> <br />Welcome <br /> <br />Welcome to the City of Mounds View! <br /> <br />The purpose of the Personnel Manual and supporting documents is to introduce new <br />employees to the City of Mounds View and to provide all employees a source of general <br />information on the City and its personnel policies. You should keep this Manual for <br />reference in order that you may have a full understanding of your rights and obligations <br />as an employee of the City of Mounds View. <br /> <br />As a City employee, you are expected to conduct yourself, both on and off the job, in a <br />manner that demonstrates pride in your work and respect for the public trust that has <br />been placed in you. Employees are expected to work hard, be honest, assist fellow <br />employees and the public, apply common-sense and respect others. In return, the City <br />strives to provide a flexible, family-friendly workplace, competitive pay and benefits, and <br />opportunities to expand your knowledge and skills. <br /> <br />Scope <br /> <br />The policies outlined herein apply to all employees of the City. Except where specifically <br />noted, these policies do not apply to: <br /> <br />1. Elected officials <br />2. City Attorney <br />3. Members of City boards, commissions or committees <br />4. Consultants and contractors <br />5. Volunteers <br /> <br />The City reserves the right, at its discretion, to change or terminate any provision of this <br />handbook or to add new provisions at any time without prior notification. Responsibility <br />for final interpretation of any specific issues as they relate to policies, procedures, and <br />benefits lies with the City Council. Suggestions you have for changes in the City's <br />personnel policies are welcome and should be submitted in writing to the City <br />Administrator. If, and whenever, information in this packet conflicts with any collective <br />bargaining agreement or any State or Federal law, the collective bargaining agreement <br />and/or applicable law shall override the packet information. This Personnel Manual is <br />not intended by the City to constitute an employment contract, and nothing herein <br />should be construed as such. <br /> <br />These policies serve as an information guide to help employees become better <br />informed and to make their experience with the City more rewarding. Departments <br />may have special work rules deemed necessary by the supervisor and approved by the <br />City Administrator for the achievement of objectives of that department. Each
