52 <br />SECTION FOUR: ATTENDANCE AND LEAVES <br /> <br />Depending upon an employee’s situation, more than one form of leave may apply during <br />the same period of time (e.g., the Family and Medical Leave Act is likely to apply during <br />a workers’ compensation absence). An employee will need to meet the requirements of <br />each form of leave separately. Leave requests will be evaluated on a case-by-case basis. <br /> <br />Except as otherwise stated, all paid time off, taken under any of the City’s leave programs, <br />must be taken consecutively, with no intervening unpaid leave. The City will provide <br />employees with time away from work as required by state or federal statutes, if there are <br />requirements for such time off that are not described in the personnel policies. <br /> <br />Section 4.01 Working Hours, Attendance and Breaks <br /> <br />A. WORKING HOURS AND ATTENDANCE <br /> <br />Each employee is vital to the operation of the City and therefore each employee must <br />comply with City and department rules. Employees are expected to work the normal <br />hours and the minimum number of hours per week as established for the position. The <br />City expects each employee to come to work on time and regularly. From time to time, <br />absences and tardiness are unavoidable. If an employee must be absent or late, he or <br />she is expected to notify the Supervisor, or the person designated by his or her <br />Supervisor, as soon as possible. Excessive tardiness or absence may result in <br />disciplinary action, including discharge. <br /> <br />Each employee shall ensure that time worked and absences are correctly reported and <br />the distribution of hours worked are charged to their proper accounts. Supervisors are <br />also responsible for proper time sheet entries. <br /> <br />B. MEAL AND REST BREAKS <br /> <br />Employees who work eight (8) hours or more are allowed a 30 minute unpaid break for <br />lunch/meals and two (2) 15-minute rest break(s) for each four (4) hours of work <br />scheduled. Travel time, if any, will be included in the break period. With supervisor <br />approval, employees may combine one (1) or both of their 15 minute morning and <br />afternoon breaks with the lunch/meal break to take a longer lunch meal break. <br /> <br />Break periods should be scheduled, if possible, so that no department is left unattended <br />during the normal hours of operation. <br /> <br />Section 4.02 Blood Donation <br /> <br />Because the City recognizes the societal benefits derived from giving blood, employees <br />may take up to two (2) hours paid to give blood every eight (8) weeks. This time limit may <br />be extended in certain circumstances (i.e., rare blood type). Employees must request <br />time off from their respective supervisor in advance.
