The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No : 9B(1) <br />Meeting Date: June 8, 2020 <br />Type of Business: Reports <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Long Lake Woods Second Addition <br /> <br /> <br /> <br />Introduction: <br />Martin Harstad, developer of Long Lake Woods Second Addition, is requesting that all costs <br />associated with public infrastructure improvements, be assessed to 14 benefiting property <br />owners, whereas the City Council previously agreed to assess costs only to the 12 participating <br />property owners. <br /> <br /> <br />Discussion: <br />Long Lake Woods Second Addition is a planned 12-lot single-family development. Marty <br />Harstad is working with 12 property owners to subdivide portions of their backyards, to be <br />serviced by an extension of Greenwood Drive. The project involves a 13th (Doll) and 14th (Holl) <br />property, who have chosen not to participate. The City Council has consented to the use of <br />eminent domain, if necessary, to acquire right-of-way for the extension of Greenwood Drive, <br />with all costs of public infrastructure (street, water, storm sewer, sanitary sewer) to be assessed <br />to the 12 participating property owners. Since that time, Harstad has developed further plans, <br />finding some unplanned complications. <br /> <br />The City Council agreed for the City to pay for the cost of undergrounding a public drainage <br />ditch which serves a regional area beyond the development. After further investigation, this is <br />not doable. The ditch cannot be piped without the storm water being treated, resulting in a <br />much larger storm water basin than originally planned, and more expense. <br /> <br />Harstad is requesting that the City Council consent to the costs being assessed to all 14 <br />properties, rather than just the 12 participating property owners. <br /> <br />Options: <br /> <br />1. The City will pay a pro-rated portion of costs to convert the open ditch into a piped and <br />treated (storm water basin). The developer (12 property owners) will pay all costs for the <br />basin, which the development adds onto. <br /> <br />2. The City will pay all costs, assessing this to the 14 benefiting property owners (includes Doll <br />and Holl). <br /> <br />Recommendation <br />Staff is looking for direction from the Council.
