Resolution 1096-19, Recommending Approval of the Revocation of a <br />Conditional Use Permit for C & N Group, LLC (dba Tires N’More) 2832 <br />Mounds View Boulevard <br /> <br />Community Development Director Sevald stated the City has taken numerous enforcement <br />action against Tires N’More located at 2832 Mounds View Boulevard. The property is in <br />violation of City Codes pertaining to non-permitted land use (warehouse), outside storage, and <br />Fire Code violations. At times, the property owner, C & N Group LLC, has cooperated with the <br />City, but many times they have not. Staff has nearly exhausted its options for enforcement. <br />Revocation of the CUP is an additional option. <br /> <br />Sami Soussi, Tires N’More representative, explained his brother ran into a few issues after <br />having an accident. He reported he and his brother have been working at the business to get it <br />cleaned up. He indicated he was working to get one of the trailers impounded. He noted the <br />parking lot was getting cleaned up and he was trying to find the right manager to run the store. <br /> <br />Commissioner Monn asked if Mr. Soussi was aware of the numerous code violations for this <br />property. Mr. Soussi stated he was aware of the violations. <br /> <br />Commissioner Monn questioned why he had been uncooperative with the City. Mr. Soussi <br />explained he doesn’t have someone onsite at all times, but rather was working to clean up the site <br />after hours. <br /> <br />Commissioner Farmer inquired if the store had been open for retail sales. Mr. Soussi reported <br />the store had not been open for retail sales. He stated it was his hope that the property would be <br />cleaned in another month or two and would be ready to operate. <br /> <br />Commissioner Nelson commented the City has given the property owner a “couple of months” to <br />clean this property several times. He indicated he was still not hearing a clear plan from the <br />property representative and stated he would be more comfortable with the City providing Mr. <br />Soussi with a drop-dead date. He expressed concern with the fact the Tires N’More in Mounds <br />View was only open for six hours on Saturdays and questioned if this should even be considered <br />a retail store. He explained the store in Mounds View was suffering and he didn’t believe this <br />was fair to the community. Mr. Soussi stated he was searching for a person to manage this site <br />and understood the Mounds View store has been a headache. He explained he appreciated the <br />City working with him. <br />
