Message from the City of Mounds View Council and Leadership Team <br />June 22, 2020 <br />Mounds View Residents: <br />Mounds View, like innumerable others, joins in the outrage and needless death of George Floyd. Derek <br />Chauvin violated policy, professional training, and human dignity in his arrest and caused the <br />subsequent death of George Floyd. He will be held accountable for his actions. <br /> <br />This incident and George Floyd’s death, while tragic, has reopened – to a new historic level; the much <br />needed and woefully inadequate resolution to racism in America. The City of Mounds View welcomes <br />this discussion. <br /> <br />Law Enforcement Standards/Policy are and should be part of this discussion. The City of Mounds View <br />has spent the last two years systematically conducting a comprehensive review of our entire City Code <br />which includes several chapters related to law enforcement; our personnel manual, and all policies <br />specific to law enforcement. This review included input from the Bureau of Criminal Apprehension, <br />POST Board, League of Minnesota Cities, City Attorney, staff and Council. Policies related to Body <br />Camera and use of force included community representation input. In total, over 1,000 staff hours and <br />$30,000 in legal fees were committed to this undertaking. <br /> <br />Law enforcement training is absolutely imperative to ensuring professionalism and the Mounds View <br />Police Department undergoes rigorous training in all statutorily mandated training which includes: <br /> <br />Mandatory Training in 3 Year License Cycle <br />• Implicit Bias 1 and 2 <br />• Mental Health 1, 2, 3, and 4 <br />• Persuasion and De-escalation <br />• Ethics and Professional Conduct <br />• Critical Incidents <br />• Policing Protest <br />• Crisis Response <br />• Conflict Management <br />• Cultural Diversity <br /> <br />Mandatory Use of Force <br />• Use of Deadly Force <br />• Use of Force Legal Issues <br />• Use of Force Readiness Aspect <br /> <br />Other <br />• MN Crisis Intervention <br />• Firearms (verbal skills, de-escalation, less lethal options/shoot/don’t shoot) <br />• Use of Less than Lethal Force (Canine, Bolowrap, Contact Weapons, One-on-One Control Tactics, <br />Verbal Skills, De-Escalation, Taser, Chemical Agent) <br />• Mission specific training – vehicle operation, leadership and management, drug related, report <br />writing, maintenance of equipment, traffic operations, etc.
