He recommended the Council 1 <br />either waive all the fees or none of the fees. 2 <br /> 3 <br />Council Member Bergeron supported the recommendation that the waiver be for all or none of 4 <br />the license holders. He stated the Council needed to acknowledge the fact that each of these 5 <br />businesses has been struggling since March. He recommended the City consider a 60% fee for 6 <br />2020-2021. Finance Director Beer reported Moe’s was requesting relief in 2020. 7 <br /> 8 <br />Council Member Hull asked if the rates were already prorated. City Administrator Zikmund 9 <br />commented the rates would be prorated 25%. 10 <br /> 11 <br />Mayor Mueller noted there were other businesses in the City that have been impacted by COVID-12 <br />19 and have had to close due to the governor’s executive orders. She questioned what the loss 13 <br />would be to the City if the Council were to forgive all license renewals fees. Finance Director 14 <br />Beer reported this would be an additional $5,000 to $8,000 on top of the $15,000 for liquor 15 <br />licenses. 16 <br /> 17 <br />Mayor Mueller commented on the discussions that were being held by the legislature during the 18 <br />Special Session and noted funds could be distributed to cities to assist with losses due to COVID-19 <br />19. Finance Director Beer reported a CARES Act was being considered by the State. 20 <br /> 21 <br />City Administrator Zikmund indicated staff could speak with Moe’s and make them aware of the 22 <br />number of requests the City has had for relief. He reported the City Council would have to 23 <br />consider how to delegate CARES Act funding ($1,000,000) if this was approved by the State. 24 <br /> 25 <br />Mayor Mueller questioned if Moe’s fulfilled the payment plan that was established in 2019. 26 <br />Finance Director Beer reported Moe’s did fulfill this requirement. 27 <br /> 28 <br />Further discussion ensued regarding what would and would not be covered through federal 29 <br />CARES Act dollars. 30 <br /> 31 <br />MOTION/SECOND: Hull/Gunn. To Waive the Reading and Adopt Resolution 9281, Approving 32 <br />the Renewal of Mounds View Liquor Licenses. 33 <br /> 34 <br />Council Member Gunn questioned what the liquor license fee would be for these businesses. City 35 <br />Administrator Zikmund commented at this time the Council would be approving a 25% reduction 36 <br />for those businesses that have submitted all necessary fees and paperwork. 37 <br /> 38 <br />A roll call vote was taken. 39 <br /> 40 <br /> Ayes – 5 Nays – 0 Motion carried. 41 <br /> 42 <br />B.
