MOUNDS ViEw <br />City of Mounds View Staff Report <br />Item No: 8D <br />Meeting Date: September 28, 2020 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9312, Approving HVAC upgrades and replacements at <br />the Community Center, City Hall and Public Works Facilities <br />Background: <br />The Public Works Department is responsible for the building Maintenance at all City facilities, this <br />includes the heating ventilation and air conditioning (HVAC) of the buildings. <br />In 2014 and 2015 the City upgraded all of the roof top units (RTUs) at the Community Center <br />building. In 2019 one RTU was replaced at City Hall but it is noted that the remainder of the units <br />are in need of replacement as the average age is 15 years. The RTUs at Public Works were <br />installed during the construction of the new facility. <br />In 2020, COVID-19 spread across the world and has impacted nearly every corner of the world. <br />Research on the transmission of this virus has indicated it is spread by aerosol. Research has <br />also indicated that COVID-19, along with other upper respiratory illnesses, can be transmitted <br />through the heating and ventilation system of buildings. <br />Being made aware of this possibility of transmission from the Center of Disease and Control, Staff <br />began looking into options to upgrade the HVAC systems in all of the City facilities. RTU 4 at the <br />Community Center has a system built in called the Genesis Purifier, this kills airborne pathogens <br />and odors. <br />Staff was made aware that the CARES ACT funds could be used to replace or update current <br />HVAC systems to help control the spread of COVID-19 and potentially other air borne pandemics. <br />Staff contacted Trane Building Services and requested a proposal to install the Genesis Purifier <br />in the new RTU's and replace the RTUs that have reached the end of life expectancy. <br />Staff has received a quote from Trane Building Services to replace 5 RTUs at City Hall, install 1 <br />unit with the Genesis Air purifier. Install the Genesis Air purifier to the three RTUs at the Public <br />Works Facility. Replace 1 RTU unit at the Community Center and install the Genesis Purifier on <br />6 of the other RTUs for a total cost of $396,084.00. Funding for this project is budgeted in account <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to the 2020 Budget, as funding is in the Special Project <br />Fund, account 480-4180-7050 for this project. <br />Recommendation: <br />Staff recommends approving the quote from Trane Building Services to install the Genesis Air <br />Purifier on newer RTUs at City Hall, Community Center and Public Works Facility, along with <br />replacing 1 RTU at the Community Center and 5 RTUs at City Hall as out lined in the proposal <br />dated September 11, 2020 for a total of $396,084.00. Funding for this project would be taken from <br />the 2020 Budget account 480-4180-7050. <br />
