Item 08A <br />Page 5 of 9 <br />The structure and site shall have an appearance that will not have an adverse effect upon adjacent <br />residential properties. <br />Finding: The Open and Outdoor Storage area is currently screened from adjacent <br />residential properties by a 6' solid wooden fence. Screening will be improved by <br />a new 8' solid wooden fence. <br />4. The use, in the opinion of the City Council, is reasonably related to the overall needs of the City <br />and to the existing land use. <br />Finding: The building was built in 1965, primarily for use as a warehouse (PAK <br />Company). The property has been underutilized as a warehouse without retail, <br />for many years (Tires N'More). The proposed primary use for retail <br />sales/service of construction materials with warehousing, and an accessory use <br />of open and outdoor storage (Caliber Companies), is appropriate for this <br />location, considering the existing building. <br />The use is consistent with the purposes of the Zoning Code and the purposes of the zoning district <br />in which the applicant intends to locate the proposed use. <br />Finding: The proposed use (open and outdoor storage) is consistent with the purposes of <br />the Zoning Code. <br />6. The use is not in conflict with the Comprehensive Plan of the City. <br />Finding: The property is guided Mixed Use MU-PUD in the Comprehensive Plan (2010). <br />Open and Outdoor Storage is not specifically addressed in the Comprehensive <br />Plan, but relates to the following.• <br />General Land Use <br />Goal 1: Maintain a cohesive land use pattern that ensures compatibility and <br />functional relationships between activities and uses. <br />Policy h. Transitions between distinctly differing types of land uses should not <br />create a negative economic, social, or physical impact on adjoining <br />developments. <br />Policy k. Require and maintain buffering and visual separation between <br />differing land uses, when possible. <br />Policy L Strive for compatibility of adjacent land uses. <br />Commercial <br />Goal 2: Provide safe, convenient, attractive, and accessible commercial <br />development. <br />Policy d. Ensure that all service, institutional and commercial uses are <br />adequately screened and buffered from any existing or planned <br />residential developments. <br />Policy e. The City will require buffers such as screen plantings, fences, and <br />public and semi-public use areas to help eliminate conflicts and <br />disruptions between commercial land uses and activities and <br />adjacent or nearby residential development. <br />The use will not cause traffic hazards or congestion. <br />Finding: The proposed use (open and outdoor storage) will not significantly contribute to <br />traffic hazards or congestion.
