COMPREHENSIVE SEWER PLAN <br />Infiltration and Inflow (1/1) <br />September 15, 2020 <br />o. 1.2 GOALS, POLICIES, AND STRATEGIES TO ADDRESS 1/1 <br />Since excess 1/1 is a local concern to Mounds View as well as a regional concern to Metropolitan Council, <br />Mounds View will continue to work on reducing 1/1 in its sanitary sewer. The City's goals generally are to <br />identify and prevent 1/1 from exceeding local and regional system capacity and causing local backups, and <br />to work to remove 1/1 from the system to the greatest extent practicable. Specific strategies include: <br />• Preserve capacity in the local and regional system <br />• Minimize 1/1 in the system <br />• Prevent excessive 1/I, backups, and overflows <br />Sump pump, foundation drain, and roof drain connections to the sanitary sewer system are prohibited by <br />Chapter 907 of the Mounds View City Code (Appendix E) and existing systems are further required to be <br />disconnected from the sanitary sewer system, and the City works to prevent 1/1 through inspection of <br />connections to the sanitary sewer system. The City also uses modern materials and standards in new <br />construction to prevent 1/I. The focus of 1/1 mitigation efforts has been on the public improvements side <br />through CIPP lining and manhole sealing improvements. 1/1 mitigation on the private side is addressed <br />voluntarily through educational efforts. The City has started to meter private sanitary sewer systems and <br />will be working with property owners on reducing 1/1 in the systems. The City has also adopted a Water <br />Preservation Program, or "H2OPP". The two primary goals of the H2OPP are preserving and conserving <br />water, by educating residents and business owners with infographics on the need to protect groundwater <br />and to reduce what is being sent down the sanitary sewer and stormwater system. <br />5.1.3 1/1 IMPLEMENTATION PLAN <br />Since 2016, the City has invested over $400,000 in trunk sewer projects specifically to address 1/1. The <br />work includes sewer repairs/rehabilitation/replacement, CIPP pipe lining, manhole structure lining, <br />grouting of service connections, and abandoning unused service leads. The City has replaced most <br />vented manhole covers and inspects them annually. Annual maintenance operations include manhole <br />sealing, where significant leaks are encountered. In Fall 2019, the City Council approved a Point -of -Sale <br />program that went into effect January 1, 2020, in which property owners that are selling or transferring <br />the title to their property must have their lateral sewer line televised and, if needed, rehabilitated. <br />Ongoing/future implementation activities to prevent or eliminate excessive 1/1 from the system include <br />• Annually televise and inspect sewer facilities for degradation and leaks <br />• Inspect sanitary sewer facilities in response to backup notifications and in coordination with the <br />street reconstruction program <br />• Perform repairs or rehabilitation of sewer facilities as needed <br />• Replace old sewers as part of street and utility reconstruction <br />• Install new sewer facilities in accordance with current standards for materials and construction <br />�1 <br />J <br />v:\1938\active\193804167\reports\2018 csp\submitted to city 9-8-2020\moundsviewcsp_formcesreview_09152020_updateddraft.docx 5.10 <br />
