However, with the execution of an MOU <br />between the RCWD and the City, the City will assume LGU responsibilities in conformance with Minnesota <br />Rules Chapter 8420 as developed by the Board of Water and Soil Resources on June 26, 2018. <br />6.4 IMPAIRED WATERS AND TMDLS <br />There is one waterbody within the City of Mounds View currently identified on the state list of Impaired <br />Waters: Rice Creek (between an unnamed lake and Long Lake and between Long Lake and Locke Lake). <br />In addition, three waterbodies that are outside of the City but receive discharge from the City also are on <br />the state list of Impaired Waters: Long Lake, a downstream stretch of Rice Creek, and the Mississippi <br />River.
