2. Create a list of impaired waters that do not meet standards, and update the list every even - <br />numbered year. <br />3. Set pollutant -reduction goals needed to restore impaired waters, called the total maximum daily load <br />'states must develop a list of impaired waters that require total maximum daily load (TMDL) studies, <br />and submit an updated list to the U.S. Environmental Protection Agency (EPA) every even -numbered <br />year for approval. The TMDL is the maximum amount of a pollutant a body of water can receive <br />without violating water quality standards, and an allocation of that amount to the pollutants <br />sources. ' <br />As a part of the NPDES program, Mounds View is required to review all discharges from their MS4 system <br />to impaired waters, as defined by the current EPA approved 303(d) list. The review of their MS4 system <br />to impaired waters should include the following: <br />1. Review the Impaired Waters List to determine whether there are any impaired waters located within <br />one mile of the City's boundaries that receive discharge from the City's MS4. For waters that are <br />impaired only for mercury, the review process stops here. <br />2. Identify the location(s) of discharge(s) from the City's MS4 to the impaired waters. Discharges may <br />include pipes, outlets, ditches, swales, street gutters, or other discrete conveyances for surface water <br />runoff. <br />3. Delineate the watershed area within the City's jurisdiction that discharges to each impaired water. <br />4. Prepare an impaired water evaluation addressing the hydrology, land use, and other characteristics of <br />each watershed area delineated. <br />5. Prepare an impaired waters report. This report will address the results of the impaired waters <br />evaluation along with a determination of whether the City should make changes to the Mounds View <br />SWPPP to reduce the impact from the City's MS4 stormwater discharge to each impaired water. <br />6. The City will incorporate the changes identified in the impaired waters report into the City's SWPPP <br />and be reported through the annual reporting process. <br />To date, Mounds View has not prepared an impaired waters report for any of the identified impaired <br />waters identified in Table 6.2. Table 8.3 identifies a proposed starting date for the necessary impaired <br />waters. Discussion about the directives for impaired waters and ultimately TMDL studies addressing the <br />impairments for the waterbodies listed in Table 6.2 is presented in the Implementation Section (Section <br />8) of this LSWMP. Section 8 identifies how Mounds View intends to be involved in the directives identified <br />above and the City's strategy for implementing these directives. A completed TMDL study affecting <br />Mounds View is the Upper Mississippi River Bacteria TMDL, which describes reducing E.coli loading for <br />several stream reaches that include Rice Creek. The City is listed as a regulated MS4 on this TMDL.
