6.5 NPDES PERMITTING PROCESS
The MPCA has designated the City of Mounds View as an NPDES Phase II MS4 community (MN Rules
7090). The NPDES State Disposal System (SDS) General Permit (MNR040000) for discharges of
stormwater associated with Municipal Separate Storm Sewer Systems (MS4s) was issued initially in 2003,
and the permit is updated every five years. The permit application outlined Mounds View's SWPPP, which
addresses six minimum control measures:
1. Public education.
2. Public involvement.
3. Illicit discharge detection and elimination.
4. Construction site runoff control.
5. Post -construction runoff control.
6. Pollution prevention in municipal operations.
The City's SWPPP contains several best management practices within each of the listed control measures.
These were identified using a self -evaluation and input process with City staff. Many of the goals and
policies discussed in this Local Water Management Plan are directly related to requirements listed in the
NPDES program. Per the requirements of the MS4 Permit, the City will review their SWPPP and update as
necessary on an annual basis. A link to the City's current SWPPP can be found on the MPCA website:
https://stormwater.pca.state.mn.us/images/5/51/City of Mounds View SWPPP Doc.pdf
The City will coordinate water resource education efforts with outside agencies to complete the City's
goals as outlined in their MS4 SWPPP, which may include fulfilling their public education requirements by
obtaining educational information and assistance from the RCWD.
6.6 REGULATORY STANDARDS
It is the intent of the City to take over responsibility for the permitting of stormwater and wetlands. As
part of taking on the stormwater and wetland permitting role, the City adopts RCWD Rules C —
Stormwater Management, D — Erosion and Sediment Control, E — Floodplain Management, and F —
Wetland Alteration by reference. The corresponding ordinances in the City Code will be updated to reflect
this change.
6.7 SURFACE WATER SYSTEM ASSESSMENT
The preparation of this plan included an assessment of the City's current surface water system, including
storm sewer, regional stormwater basins, and drainage areas. Data related to Mounds View's surface
water system was collected from a variety of sources including:
• Previous versions of the City's LSWMP.
• RCWD Watershed Management Plan.
• Basemap and record plans of City street and utility projects.
City of Mounds View 32
Local Surface Water Management Plan Stantec Project No. 193804166
(5 5tantec
