The future implementation activities identified below are relevant to overall surface water management within the City and should be considered in future Capital Improvement Plan discussions. Future Total Maximum Daily Load (TMDL) Studies As discussed in Section 6.4, there is one waterbody within the City of Mounds View currently identified on the state list of Impaired Waters: Rice Creek (between an unnamed lake and Long Lake and between Long Lake and Locke Lake). In addition, three waterbodies that are outside of the City but receive discharge from the City are also on the state list of Impaired Waters: Long Lake, a downstream stretch of Rice Creek, and the Mississippi River. The City recognizes that the responsibility for completion and implementation of the TMDL studies lies with the primary stakeholders contributing to the impairment.
