As part of that review <br />process, they have reaffirmed that the number one pri- <br />ority for park development is the Groveland Park tennis <br />courts. As you are aware, this project has been ranked <br />as a first priority for the past two years, and due to <br />staff's successful application of two LAWCON Grants, we <br />have been unable to fund this project. <br />At the July 24, 1906 Park Commission meeting, the Com- <br />mission adopted a policy recommending that two-thirds <br />of all future park dedication funds be set as;Ae in a <br />park fund; with an eventual goal being to raise one- <br />half million dollars. The City would then expend the <br />interest each year from the Park Fund on development <br />projects. <br />On August 6, 1986, the City received a $39,000.00 Park <br />Dedication check from Herbst for their development pro- <br />ject along Highway 10. In keeping with the Park Com- <br />mission's policy, they directed staff to allocate one- <br />third of the $39,000.00 from Che Part: Dedication Fund, <br />or $13,000.00 to begin soil corrections at Groveland <br />Park in preparation for future construction of tennis <br />courts in the spring of 1987. Staff has requested <br />$30,000.00 for the construction of two tennis courts in <br />the 1987 budget and it is the intent of the Groveland <br />Park Foundation to match the City's monies with addi- <br />tional funds to complete the project. <br />Staff contracted with Twin City Testing in June, 1984 <br />to develop a soil analysis at Groveland Park, and it <br />was their recommendation that the soils were weak, <br />' compressible, and highly frost -susceptible. They fur- <br />ther recommended that all of the soil should be removed <br />from tha area that the tennis courts will be placed, as <br />well as a minimum of five feet beyond the edge of the <br />tennis courts. <br />
